What is the ST system with D2L usernames?

The ST designation is used in the District of Columbia by individuals who have BOTH a WIDAInstructor and a Student account.  These individuals were registered initially as WIDAInstructors and their student account was created afterwards--ST was added to their student account username to make the distinction between the accounts.  Other test administrators (TAs) who have ONLY a student account, are registered in the usual way, without any ST designation on their username.

Example for Basil Williams:

Using his student account (WIDADCbwilliams111ST), he can take the quizzes for a grade. Using his WIDAInstructor account (WIDADCbwilliams1111), he cannot take the quizzes but can enroll other TAs.
